Victim Referral-
Victims come directly to the foundation or are referred by family members, the police, or the DGASPC.   Victims were referred to in 2 categories, younger women 18-19 yrs. Of age, and older, over 50 years of age.  Between May 2008 and February 2009, the shelter served 5 victims of trafficking.

Services-
Fundatia Lumina is a shelter for abused mothers and children at the county level.  Services include legal counseling (part-time), psychological counseling, social assistance, and medical assistance if necessary (though this is done through the hospital, not a center staff). 

Length of Stay-
Length of stay is between 7 and 60 days. 

Personnel-
Staff include social workers, a lawyer (part-time), a psychologist and a manager. 

Shelter Facilities-
The shelter utilizes an entire bloc apartment building with four floors.  There are 5 rooms for up to 10 people, as well as a kitchen and offices. 
Security-
The building is secure from the inside, and collaboration with the local police provides needed security. 
Funding-
Funding comes from the ANPF (Family protection services). 

Costs-
890 RON/person/month.
